The Government e-Marketplace (GeM) is an online platform created by the Government of India to facilitate the procurement of goods and services by various government departments, organisations, and public sector undertakings. It aims to enhance transparency, efficiency, and speed in public procurement.
On the Government e-Marketplace (GeM) in India, there are generally three types of direct purchases:
1. Direct Purchase (up to Rs. 25,000): Buyers can purchase items directly from any available seller on the GeM portal without the need for a bidding process. This method is straightforward and used for procuring low-value items quickly.
2. L1 Purchase (up to Rs. 5 Lakh): For purchases up to Rs. 5 lakh, buyers can choose the lowest-priced product (L1) from at least three different suppliers, ensuring competition and reasonable pricing. This approach ensures that the government gets the best value for money while maintaining efficiency.
3. Purchase through Bid/Reverse Auction (above Rs. 5 Lakh): For purchases above Rs. 5 lakh, the process involves bidding or reverse auction to select the supplier. This ensures transparency, competitiveness, and fair pricing for higher-value procurements.
Steps to Participate in GeM Bids:
1. Register on the GeM Portal: Visit gem.gov.in. Click on "Sign Up" or "New Seller Registration." Choose "Seller" as your type of registration. Fill out the registration form with your company's details, including PAN, GSTIN, and contact information. Submit the form and verify your email address through the link sent to your inbox.
2. Complete Company Profile: Log in to your GeM account. Complete your company profile by providing additional details such as business address, bank details, and product/service categories. Upload necessary documents, including your PAN card, GST certificate, and any other required certifications.
3. Obtain and Upload Required Documents: Ensure you have all necessary documents ready, such as: PAN card, GSTIN, Business registration certificate, and any other specific documents related to your products or services. Upload these documents in the "Document Management" section of your profile.
4. Search for Tenders: Use the "Search" function on the GeM portal to find relevant tenders. Filter by category, location, or other criteria to identify tenders that match your business.
5. Download Tender Documents: Review the tender details and download the tender documents. Carefully read the requirements, scope of work, eligibility criteria, and submission instructions.
6. Prepare Your Bid: Prepare your bid according to the instructions in the tender document. Ensure all technical and financial details are accurate and comply with the tender requirements.
7. Submit Your Bid: Log in to your GeM account and go to the "My Tenders" section. Locate the tender you want to bid on and click "Submit Bid." Fill in the required details and upload the completed bid documents. Submit your bid before the deadline.
8. Monitor Bid Status: After submission, you can track the status of your bid through the "My Tenders" section. Watch for any updates or notifications related to the tender.
9. Participate in Bid Opening (if required): For some tenders, you might need to attend a bid opening session or respond to queries during the evaluation process. Follow any additional instructions provided in the tender document.
10. Respond to Clarifications (if needed): If the tendering authority requests any clarifications or additional information, respond promptly.
By following these steps, you can effectively participate in tenders on the GeM portal for the first time.
